Add daemonUrl config for remote daemon support

- Add optional daemonUrl field to RoutstrdConfig
- Update callDaemon and isDaemonRunning to use configurable base URL
- Disable auto-start when daemonUrl is set (Option A)
- Gate local-only commands: onboard, start, restart, mode, logs, service install
