fix: reduce duplicate NOTICE logging

Change relay NOTICE logging from DEBUG to TRACE level to avoid
duplicate logs (nostr-sdk already logs all NOTICEs at DEBUG level).
Negentropy-specific NOTICEs remain at INFO level as they indicate
important NIP-77 support information.
