- Create fips-gossip-protocol.md with wire formats for TreeAnnounce,
  FilterAnnounce, LookupRequest/LookupResponse

- Update fips-session-protocol.md: remove reconciliation section,
  condense peer connection section
- Update spanning-tree-dynamics.md with gossip protocol reference
- Reorganize README.md with suggested reading order
