Merge maint into master after v0.3.1-dev open

Marker merge to record the maint dev-line as known on master
without taking maint's v0.3.1-dev opening commit (master is on
v0.4.0-dev). Future bug-fix forward-merges from maint to master
land cleanly on top of this base.
