test(commons): record decentralized lists as searchable but not rendered

RenderableKindsTest pins the searchable kinds that are deliberately kept
out of the search window. Kinds 9998/9999/39998/39999 became searchable
in Quartz, and Amethyst has no card for them yet, so a hit would render
as a blank row: list them with the other card-less kinds.
