Fix crash from nested verticalScroll in Active relays screen

The navigation host already wraps the screen's modifier in a verticalScroll
(MainScreen passes a verticalScroll modifier into ActiveRelaysScreen). The
inner Column.verticalScroll added with the two-section layout nested a second
vertical scroll, causing an infinite-height-constraints IllegalStateException.

Remove the inner verticalScroll and its now-unused imports; scrolling is
handled by the caller's modifier as before.
