Disable notification and profile subscriptions for offline build flavor

Prevent the app from attempting to update relay filters when running in the offline build flavor by adding a check to `BuildFlavorChecker.isOfflineFlavor()` in both `NotificationSubscription.kt` and `ProfileSubscription.kt`.
