Move usesCleartextTraffic to network security config file

Browse Source 
Replace android:usesCleartextTraffic="true" in both main and offline
manifests with android:networkSecurityConfig="@xml/network_security_config",
and introduce app/src/main/res/xml/network_security_config.xml with
<base-config cleartextTrafficPermitted="true" />.
