Enable resource shrinking on release and drop UnstableApiUsage suppress

isShrinkResources pairs with isMinifyEnabled so R8 can prune unused
resources alongside dead code. Also drops the @Suppress on
androidResources.localeFilters: the warning was an IDE inspection only;
gradle script compilation is clean.
