Subject: [PATCH] refactor: base 'already local' guard on daemonUrl only

Match the codebase's isRemote check (!!config.daemonUrl). An orphaned
authUrl without daemonUrl is already local from the daemon's perspective,
so the guard should only check daemonUrl.
