redshift 37b2b35279 chore: bump version to 0.4.7 ...

The v0.4.6 tag shipped with BASE_VERSION and pyproject version still
at 0.4.5, so deployments reported 0.4.5+g<sha> and NIP-91 listings
announced the old version. Bump to 0.4.7 ahead of tagging.
