Dirty-relay recomputation treated a repository’s completed state-only batch as proof that its full #a/#A/#q filters were already installed. After Git data promoted the announcement, remote collaboration events were never requested.

Keep pending and confirmed repository accounting split by sync level so a Full target remains actionable after StateOnly work. Preserve the batch level through fallback and confirmation, and rebuild the correct filters across reconnects without returning to whole-index recomputation.
