DanConwayDev c0e09fb2f8 feat(storage): add local identifier family primitives
Motivation:
Owner repositories and GRASP-06 routes need one shared Git object inventory before handlers can stop copying and re-uploading related history.

Approach:
Add validated family keys, object-format namespaces, per-family write leases, no-maintenance bare inventories, atomic thin-view creation, alternate ref negotiation, family-directed Git writes, and append-only base/retained roots. Reuse the identifier safety predicate for /prs/ URLs so internal family paths cannot be traversed.

Correctness assumptions:
A view owns refs and HEAD while its alternate supplies objects. Git receive-pack advertises refs/grasp/bases tips as anonymous .have entries and upload-pack does not expose family ref names; focused tests execute the real Git binaries to pin both behaviors.

Deliberately excluded:
No request handler uses these primitives yet, no S3 backend is present, and no legacy repository is converted by this commit.
