DanConwayDev ead0593211 fix(sync): retain discovery relay retry ownership ...

Discovery-only mailbox and profile relays have no ordinary live targets.
The empty checker and natural-disconnect path retired them and erased
failure history, repeatedly restarting failed dials from the base delay.

Include discovery scope and in-flight work in connection ownership and
reconnection decisions. Let unexpected disconnects record their failure
before idle retirement, and retain failed or policy-limited sessions.
Healthy idle retirement and scope removal still release connections;
this does not add persistent subscriptions or change query scope.

Validated the ownership unit regression and a live flapping owner-mailbox
regression. The latter failed before the ownership paths were corrected
and now observes retained failure history on reconnection.
