DanConwayDev 1129d0383e docs(sync): define minimal proactive sync plus
GRASP-03 requires repository conversations to follow the outbox model, but the earlier proposal built a parallel scope engine with broad identity policy and configuration surface.

Record the smaller accepted design: discover relay lists only for accepted root authors through the bootstrap and already-derived repository relays, map read/unmarked inboxes onto root IDs, and hand that overlay to the existing GRASP-02 target machinery.

Correctness assumes a current kind-10002 event is available from at least one existing index source. This is explicitly best effort. Recursive scopes, response-author fan-out, profiles, general identity storage, fallback lists, and new configuration are excluded.

Validation: documentation-only commit; implementation and executable tests follow separately.
