Implements restoration of archived events from holding database to main
database after recovery detection, along with cleanup of archive files
and holding database entries.

Key additions:
- HoldingDatabase::restore_events_to_main() moves events back to main DB
- HoldingDatabase::delete_events() removes events from holding DB
- cleanup_after_recovery() deletes archive tar.gz and metadata files
- CleanupStats and RestoreResult types for operation tracking
- Comprehensive tests for all new functionality (17 tests total)

Restoration removes deletion metadata tags before saving events back to
main database. Cleanup gracefully handles missing files and reclaims
disk space. All operations include proper error handling and logging.
