DanConwayDev 39172383e0 test(sync): isolate proactive discovery sources ...

The rebased proactive-sync scenario failed because TestRelay inherited the production user-index defaults. A slow public index query occupied the deliberately single-flight discovery lane while the scenario outbox was connecting, so the replacement inbox missed its bounded assertion deadline. The child logs confirmed connections to purplepag.es, index.hzrd149.com and indexer.coracle.social before the local outbox refresh.

Clear user-index relays for every isolated TestRelay and, when a scenario supplies a bootstrap relay, use that loopback relay as its sole index source. This preserves the production defaults while making integration traffic and scheduling deterministic.

Correctness assumes integration scenarios must opt into every external source they exercise. Production discovery ordering and timeout policy are deliberately unchanged.

Validation: nix develop -c cargo test --test sync proactive_sync_plus -- --nocapture (passed in 18.81s after failing at the replacement-inbox assertion before this change).
