DanConwayDev 3ae532e373 Add integration tests for deletion request disrespector mode
Tests verify that:
- Disrespector mode does NOT create holding database
- Normal mode creates holding database
- Relay starts successfully in both modes
- Config correctly reads NGIT_DELETION_REQUEST_DISRESPECTOR env var

These tests ensure the archival relay mode works as expected,
preventing 'left-pad' scenarios by ignoring deletion requests.
