- Create nip09_archival.rs with end-to-end tests for archival functionality
- Test archive creation with tar.gz compression and metadata generation
- Test archive extraction and integrity verification
- Test background cleanup of expired archives with short retention periods
- Test startup cleanup of pre-existing expired data
- Test cleanup gracefully handles missing archive files
- Test disk space reclamation tracking and verification
- Test cleanup with multiple expired events
- Test cleanup preserves non-expired events

- Extend TestRelay to support custom cleanup intervals via environment variables
- Add start_with_retention_and_cleanup() method for fast cleanup testing

- Fix metadata file path calculation in cleanup.rs
- Use string concatenation instead of with_extension() for .tar.gz.json paths
- Add PathBuf import to cleanup.rs

All tests passing with realistic scenarios and fast execution times.
