Johnathan Corgan d8574ce8de Let the CI chaos legs use the test image the job already built ...

The chaos step set no FIPS_TEST_IMAGE, so the chaos runner built
fips-test:latest from testing/docker a second time on each of the five
chaos legs, after the job had already built it. Each of those builds was
one more registry contact that could time out. Pass the job's image in,
as the native-api step already does, and the runner uses it.
