Sync fips-configuration.md with code changes from sessions 101-102: - Replace route_size with identity_size (cache merge) - Update cache section description (single cache, not dual) - Add idle_timeout_secs and coords_warmup_packets to session table - Add both to Complete Reference YAML - Fix UDP MTU default in Complete Reference (1197 → 1280)
