Bring the six retired cost-based parent-selection chaos scenarios up to next, resolving the ci-local.sh suite-list conflict (next carries the extra mixed-profile and admission-cap suites). next already has the equivalent sans-IO cost and transport-drop coverage, so src is unchanged; this takes only the scenario removals and the CI-list, README and comment updates.
