The single CHANGELOG.md had grown to ~7.9k lines. Move it to docs/changelog/ with one file per release, named with zero-padded minor/patch versions (e.g. v1.11.00.md) so plain file browsers sort them correctly. Add a README.md index (newest first) and a TEMPLATE.md for cutting new releases. The root CHANGELOG.md now points to the new location.

Release v0.64.2: Performance Improvements - 2023-07-01
- Shows channel picture on the public chat channel's header instead of the creator's picture
- Adds a Toast message for not having a private key when following/unfollowing
- BugFix for not changing background color on Notes
- Performance Improvements: Moves away from
drawBehindand uses background color instead - Removes the need to draw a background in the verification symbol
- Reduces the max grouped reactions on Notifications to 30
- Moves Note/User updates from 300ms to 500ms
- New RichText engine to help with testing classes.
- fix relay tab not working in profile page
- BugFix Crashing relay screen on invalid URLs
- Reduces mentions to hex in the UI
