Review of the shipped browser chrome (menu hierarchy, mute states, bare
inputs, stock dialogs, Views/Compose parity) and a redesign: navigation
capsule, page-action tiles, privacy card with plain-language
consequences, a stateful collapsed handle, a first-class address editor
with suggestions and paste-and-go, a floating find pill, a filterable
console sheet, a three-choice permission prompt, origin-badged page
dialogs, and a page-info sheet with in-place permission choices and a
confirmed clear.

Stateless composables in commonsUI (browser/ui/pill) with previews;
BrowserPillRenderTest renders every screen offscreen in both themes to
commonsUI/build/browser-pill/. Adds Cookie, NorthWest and ContentPasteGo
glyphs to the Material Symbols subset.
