main's download-consent work (MSG_DOWNLOAD_CONSENT/RESULT/CANCEL) took
browser message ids 34-36, which this branch had given to MSG_PAUSE,
MSG_RESUME and MSG_CLOSE_SESSION. Keeping both unchanged would have made a
pause read as a download prompt. main's ids stay; this branch's three move
to 39-41.

Other resolutions:
- BrowserDownloads: take main's decoder (it already decodes off the main
  thread, which is the change this branch made).
- bridge.onMessage: main computes the origin through trustedOrigin(); keep
  this branch's document-stamped request and subscription ids on top.
- closeTab takes the tab now, so main's pending-download cleanup reads
  tab.sessionId.
