greenart7c3 c8fb1a2a03 Fix fetching of profile metadata ...

- Only request profile metadata if it hasn't been updated in the last 24 hours and hasn't been checked in the last 15 minutes.
- Add getters for `LastCheck` and `LastMetadataUpdate` in `LocalPreferences`.
- Fix logic for handling EOSE messages to correctly update the last check timestamp for the specific account.
