Claude 3cd21c0de6 Add SessionStart hook to install Android SDK for Claude Code on the web ...

Installs Android SDK components (platform-36, build-tools-36.0.0,
platform-tools) directly via curl to bypass sdkmanager's inability to
reach the Android package repository through the TLS-intercepting proxy.
Also sets up local.properties and SDK license files.

Registers the hook in .claude/settings.json so it runs automatically
when starting a remote (web) session.
