greenart7c3 24e02b665e Refactor: Move isRemembered to IntentUtils ...

Move the `isRemembered` function from `SignerProvider` to `IntentUtils` to avoid code duplication.

Update all call sites in `SignerProvider` and `IntentSingleEventHomeScreen` to use the new centralized function.
