Claude 93ab89acb0 Move proxy credential config from PreToolUse hook to SessionStart hook

- Merge Maven/Gradle proxy auth configuration from pre-tool-use.sh into session-start.sh
- Delete pre-tool-use.sh (SSL CA and local.properties sections were already in session-start.sh)
- Remove PreToolUse hook entry from settings.json
